In Polls and Surveys? OK. I believe HAARP is exactly what they claim it is, a method of disrupting the atmospheric electromagnetic field to facilitate or disrupt communications. I also believe Nick Begich's premise that it can be used as a plasma(edited) weapon.
I don't believe HAARP has been used to affect weather. Russians and Chinese appear to be more advanced at weather modification than the US.What do you think of the HAARP Project, and can 'they' really control the weather?
