Why do (some) people consider MK-Ultra (CIA mind control project started 1930s) a ';conspiracy theory';?

any time i've mentioned it (it seems pretty important), people have pulled out the old ';conspiracy nut'; card. when did things that came out in congress and subsequently DECLASSIFIED turn into ';theories';?

isn't this something we, as americans should be a little bit concerned about?

Because the CIA was created in 1947, and conspiracy theorists are notoriously full of crap. Why do (some) people consider MK-Ultra (CIA mind control project started 1930s) a ';conspiracy theory';?
It worked. The CIA convinced them all it is just a ';theory';.
Hey, liberals did exist in the 1930s!
